ISLAMABAD — The federal government is advancing a National Digital Masterplan built around digital governance, the digital economy and digital society, while seeking to move the plan towards discussion at an upcoming meeting of the prime minister and provincial chief ministers.

Federal Minister for Economic Affairs and Establishment Division Ahad Khan Cheema said efforts would be made to place the Masterplan on the agenda of the meeting for discussion.

That wording is significant: the government has indicated an intention to put the plan before the federal and provincial leadership, rather than announcing that it has already been formally placed on the meeting agenda.

Three pillars for the digital plan

The government has described the Masterplan as being organised around three broad pillars: digital governance, digital economy and digital society.

The framework is intended to guide the use of digitalisation and artificial intelligence across government and the wider economy, with an emphasis on practical outcomes rather than technology adoption as an end in itself.

Cheema made the remarks while chairing a meeting on the Pakistan Digital Authority. IT and Telecommunication Minister Shaza Fatima Khawaja, Pakistan Digital Authority Chairman Dr Sohail Munir and officials from relevant departments attended.

The minister called for sector-wise plans with realistic timelines and measurable results. He also stressed that digital and AI-led transformation should contribute to growth and improve public services.

Why provincial participation matters

Many public services and regulatory functions in Pakistan are divided between the federal and provincial governments. A national digital framework therefore depends on coordination across jurisdictions if systems are to work consistently and data or services are expected to connect across institutions.

Discussion involving the prime minister and provincial chief ministers could provide a forum for aligning priorities, although the government has not yet announced a final implementation timetable for the Masterplan.

The Pakistan Digital Authority is expected to play a central role in translating the broader framework into sector-specific plans.

The next important step will be whether the Masterplan is formally included in the agenda of the prime minister-chief ministers meeting and what implementation commitments emerge from any subsequent discussion.

Until then, the development is best understood as movement towards high-level intergovernmental consideration rather than final approval of a nationwide implementation programme.
