ISLAMABAD: The federal government plans to establish approximately 3,000 public electric vehicle charging and battery-swapping facilities across Pakistan by 2030 under its New Energy Vehicles Policy 2025–30.

The Ministry of Industries and Production outlined the policy in a written response presented to the National Assembly, according to reporting published on October 23.

The proposed network includes fast chargers, slower charging facilities and battery-swapping stations for electric two- and three-wheelers.

The policy also envisages charging infrastructure along motorways and major highways to support longer-distance electric vehicle travel.

An initial phase includes 40 fast-charging stations on motorways and selected sections of the National Highway network.

The government is also planning subsidies of up to Rs80,000 for electric two-wheelers and Rs400,000 for electric three-wheelers to encourage adoption.

Officials said measures to attract private investment include dedicated electricity tariffs for charging stations, faster electricity connections and public-private partnerships.

The policy seeks to encourage local manufacturing of electric motors, battery packs, charging equipment and other vehicle components.

High upfront vehicle prices remain a major obstacle to wider electric vehicle adoption in Pakistan.

The government is also considering arrangements for collecting and recycling used batteries to address environmental concerns.

Implementation will depend on investment, infrastructure development and progress under the government’s planned rollout.
