LAHORE: The Punjab cabinet has approved key features of PIVOT — Punjab Innovative for Value, Opportunity and Transformation, an industrial development and export promotion programme envisaging approximately Rs1.995 trillion in investment and more than 162,000 jobs.
Chief Minister Maryam Nawaz chaired the meeting. The investment and employment figures are targets, not money already spent or positions already created.
Industrial and export strategy
PIVOT envisages industrial infrastructure, manufacturing clusters, support for value chains, agricultural mechanisation and public-private partnerships. Its stated aim is to improve competitiveness and help businesses produce higher-value goods that meet international standards.
Testing and certification facilities are proposed for industries including leather, footwear and sports goods. Material-testing laboratories are envisaged for cutlery, handmade tools, ceramics and fans. Access to reliable testing can help exporters demonstrate compliance with buyers’ specifications.
Other measures cover garments, e-commerce, e-business and ready-to-use industrial facilities. Their value will depend on location, transparent access and implementation.
Agriculture and processing
The programme includes agriculture-processing parks in Sargodha, Khanewal, Okara and Bhakkar. It also identifies value addition in wheat, meat, milk, citrus, potatoes and mangoes, alongside tourism and aquaculture. Processing and packaging can potentially increase the value of agricultural output and create employment beyond primary farming.
The cabinet also approved horticulture authorities for 20 districts. Separately, it backed Rs9.5 billion in subsidies for 10,000 high-powered tractors under the fifth phase of the Chief Minister Punjab Green Tractor Programme.
Ambition versus delivery
Large announced investment totals are not the same as funded, completed projects. The province will need project-level plans, financing arrangements, transparent procurement, private-sector participation and credible timelines.
The programme should ultimately be judged by operating facilities, actual investment, verified employment and measurable export gains. Punjab has outlined an ambitious industrial strategy; execution will determine its economic impact.
