ISLAMABAD: The Cabinet Committee on Disposal of Legislative Cases has approved proposals to increase fines and penalties for overloaded vehicles, as part of a review of road safety and regulatory matters.
The committee met on October 23 under the chairmanship of Federal Minister for Law and Justice Senator Azam Nazeer Tarar.
Minister of State for Finance and Revenue Bilal Azhar Kiani and senior officials from relevant ministries and divisions attended the meeting.
Higher penalties for overloading
The committee reviewed proposals to strengthen penalties for vehicles carrying loads beyond permitted limits.
It approved the proposed increases along with its recommendations, allowing the measures to proceed to the relevant forums for further legal and administrative consideration.
Vehicle overloading is a significant concern for highway management because excessive loads can damage road surfaces, place additional stress on bridges and affect vehicle handling and braking.
The proposed changes are intended to strengthen the regulatory framework governing commercial road transport.
Motorway Police rules also considered
During the same meeting, the committee granted in-principle approval to the National Highways and Motorway Police Seniority Rules 2026.
These proposed rules concern the administrative framework for personnel within the motorway police.
The committee also approved draft legal amendments relating to the Petroleum Levy and Climate Support Levy.
In addition, it cleared proposed rules for the establishment and functioning of the Asaan Karobar Technical Unit and the Pakistan Regulatory Registry.
Next stage of the proposals
The approved drafts and proposals will now be forwarded to the relevant forums for the remaining legal and administrative procedures.
The committee’s approval represents progress in the legislative review process, rather than the immediate enforcement of revised overloading fines.
