The Economic Coordination Committee approved Rs2 billion for election materials on October 8, against a Rs17.873 billion funding proposal from the Election Commission of Pakistan (ECP).

The money is intended for non-sensitive materials needed for local government elections in Punjab, Khyber Pakhtunkhwa and Islamabad, as well as cantonment board elections nationwide, according to the government’s account of the meeting.

The immediate grant covers about 11% of the ECP’s proposal. The government has not said when or whether the remaining Rs15.873 billion will be approved. That gap does not necessarily mean the election commission has been denied the balance.

What the committee approved

The ECC authorised an immediate Rs2 billion technical supplementary grant. Its announcement did not specify the materials to be purchased, the procurement timetable or how much of the overall request was needed at once.

The committee also approved a separate Rs596.18 million allocation for other election-related work, including local polls in Islamabad, by-elections in Sindh and Balochistan, and constituency delimitation in Punjab.

The two grants serve different purposes and should not be treated as a single payment against the Rs17.873 billion procurement request.

Questions over the remaining funds

The ECP has not publicly detailed how the initial allocation will affect preparations for upcoming elections. The ECC announcement also does not say whether further funding decisions are scheduled.

Approval of a grant is not the same as confirmation that the funds have been transferred. Finance Division payment records would establish when the money reaches the election commission.

The government’s October 8 announcement confirms the amounts approved. The 11% comparison is Pakistan Report’s calculation based on the figures in that statement.
