ISLAMABAD: The federal government has directed ministries and divisions to compile information about civil servants’ foreign nationality, foreign travel documents and the nationality status of their dependants.
The directive was issued by the Establishment Division in a notification dated October 21, according to reporting on the official communication.
It refers to the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, which require specified information to be declared within 90 days of the rules’ publication in the official gazette.
What officers must disclose
Under Rule 3(3), civil servants are required to provide information about whether they hold nationality of another country or possess foreign travel documents.
The disclosure requirements also cover marriage to a foreign national and relevant nationality or travel-document details concerning dependants.
The Establishment Division has asked ministries and divisions to consolidate the declarations of officers under their administrative control.
The prescribed reporting format includes each officer’s name, designation, basic pay scale and confirmation of whether the required declaration has been submitted.
The latest consolidation instruction excludes officers belonging to the Pakistan Administrative Service, Police Service of Pakistan, Secretariat Group and Office Management Group, which are subject to separate administrative arrangements.
Consequences of failing to disclose
The notification refers to disciplinary consequences for officers who fail to submit required declarations or provide false information.
Such cases may be treated as misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020, in accordance with the new disclosure framework.
The rules were introduced in June 2026, and the 90-day declaration period was linked to their publication in the official gazette. The October 21 directive concerns the collection of declarations under those existing rules, rather than the introduction of a new 90-day deadline.
The directive concerns disclosure and administrative reporting. It does not, by itself, establish that every officer holding foreign nationality is prohibited from government service.
