ISLAMABAD, November 6, 2026 — International Monetary Fund representative Dr Mahir Binici has urged Pakistan to expand its tax base and accelerate structural reforms to achieve sustainable economic growth.

Speaking on Thursday at the 29th Sustainable Development Conference, organised by the Sustainable Development Policy Institute, Binici acknowledged Pakistan’s progress in restoring economic stability but said further reforms were necessary.

Broader and Simpler Taxation

Binici called for a tax system that is broader, fairer, simpler and more predictable.

He said stronger revenue collection would help the government finance education, healthcare, infrastructure and investment.

The IMF representative also highlighted the importance of maintaining fiscal discipline, controlling inflation and building financial reserves to withstand external shocks.

Reducing Barriers to Investment

Other priorities identified during the discussion included improving governance, restructuring the energy sector and reducing the cost of doing business.

Binici stressed that economic reforms should support higher productivity, stronger exports and more employment opportunities rather than focus only on short-term financial stability.

He also pointed to the need for greater investment in human capital, particularly health and education.

The remarks come as Pakistan continues implementing reforms under its IMF-supported economic programme.

The proposals were policy recommendations rather than an announcement of new taxes or immediate changes to existing tax rates.
