Delegates from several Western countries walked out of an International Monetary and Financial Committee (IMFC) meeting in Bangkok on 17 October 2026 as Russian Finance Minister Anton Siluanov spoke, according to Reuters. The protest reflected continued opposition to Russia’s war in Ukraine at a gathering focused on global economic cooperation.
The meeting took place during the International Monetary Fund and World Bank annual meetings. Reporting identified participants in the walkout as including European finance officials and Bank of England Governor Andrew Bailey. Reuters reported that multiple delegations took part, while accounts differed on the precise number of people who left.
Diplomatic dispute amid economic warnings
The walkout highlighted political divisions within a forum whose members must also address shared economic risks. IMFC chair Mohammed Al-Jadaan, Saudi Arabia’s finance minister, warned about high public debt, uncertainty, conflict and risks to food and energy security.
Despite the protest, the committee issued a chair statement. That should not be confused with a unanimously negotiated communiqué.
IMF Managing Director Kristalina Georgieva also discussed risks from geopolitical fragmentation and uneven access to the benefits of artificial intelligence, according to reports from the gathering.
Why it matters
The episode illustrates the tension between diplomatic protest and the need for multilateral economic coordination. It does not, on its own, establish that IMF lending decisions, Russia’s membership or specific financing programmes changed as a result of the walkout.
