ISLAMABAD, October 28, 2026: Pakistan’s National Executive Committee on Anti-Money Laundering and Countering the Financing of Terrorism has approved a revision to the threshold used for reporting large cash transactions.
The decision was taken at the committee’s 19th meeting, chaired by Finance Minister Muhammad Aurangzeb on October 27.
The existing threshold for Currency Transaction Reports was Rs2 million. Reporting published on October 28 places the newly approved threshold at Rs3 million, an increase of 50 percent.
Currency Transaction Reports are submitted by regulated entities when cash transactions meet the prescribed reporting threshold.
They are distinct from Suspicious Transaction Reports, which concern activity that may indicate money laundering or terrorist financing and are not limited to transactions above a fixed amount.
The committee also approved adding the Pakistan Virtual Assets Regulatory Authority to Schedule IV of the Anti-Money Laundering Act, bringing the new regulator into the law’s oversight framework.
It separately approved including Section 28 of the Pakistan Maritime Zones Act, 2023, in Schedule I of the anti-money-laundering legislation, extending the framework to maritime piracy offences.
Officials reviewed the Financial Monitoring Unit’s institutional capacity and its work involving artificial intelligence and machine learning.
Aurangzeb called for stronger coordination between institutions and a defined implementation roadmap to improve financial monitoring and enforcement.
