ISLAMABAD: The National Electric Power Regulatory Authority (NEPRA) has notified use-of-system charges for eligible bulk electricity consumers seeking to purchase power through Pakistan’s competitive trading market.

The charges for consumers participating in the competitive wheeling arrangement range from Rs6.23 to Rs19.62 per unit, depending on their category. They cover access to transmission and distribution infrastructure and other regulated components; they are additional to the price of electricity negotiated with a supplier.

According to the published breakdown, B-3 industrial consumers would pay Rs6.23 per unit and B-4 consumers Rs9.09 per unit in the relevant auction category. Other eligible consumer categories face different rates. Separate, higher charges apply to bulk consumers outside that auction arrangement.

The framework forms part of the Competitive Trading Bilateral Contract Market, intended to allow qualifying large users to procure electricity from suppliers other than their existing distribution company while paying for use of the grid.

The Independent System and Market Operator is expected to conduct an initial 400-megawatt auction, with procedures and timing to be announced. The notification should not be confused with a blanket increase in tariffs for residential electricity consumers.

NEPRA lists notification S.R.O. 1780(I)/2026 dated October 9 covering the uniform application of use-of-system charges.
