Punjab’s cabinet has approved the key features of a Rs1.995 trillion industrial development and export promotion programme designed to expand manufacturing, support exporters and generate more than 162,000 jobs.

The initiative, known as PIVOT, was presented by Senior Minister Marriyum Aurangzeb at the provincial cabinet’s October 19 meeting chaired by Chief Minister Maryam Nawaz Sharif.

The proposed investment includes Rs1.089 trillion from the provincial government and Rs906 billion from the private sector. Private participation therefore represents about 45% of the overall programme target.

Industrial facilities and export services

The programme covers industrial infrastructure, manufacturing clusters, export competitiveness and support for existing businesses. Its proposed facilities include testing and certification services for leather, footwear and sports goods.

Material-testing laboratories are also envisaged for cutlery, handmade tools, ceramics and electric fans. Such facilities can help manufacturers meet technical requirements set by domestic and international buyers.

Other components include garments manufacturing, e-commerce, e-business and plug-and-play industrial facilities that provide businesses with prepared operating infrastructure.

Linking agriculture to processing industries

The programme includes agricultural processing parks in Sargodha, Khanewal, Okara and Bhakkar, connecting regional farm output with value-added manufacturing.

Activities associated with citrus, potatoes, mangoes, meat and dairy products can create opportunities in processing, packaging, storage, transport and export services. Agricultural mechanisation and livestock development are also included in the broader programme.

This combination of industrial and agricultural investment reflects the province’s economic structure, where manufacturing centres and farming districts are closely linked through supply chains.

Public and private participation

The programme envisages government investment in industrial facilities and infrastructure alongside private spending on productive activity and related services.

Its Rs906 billion private-sector component is an investment target, not a statement that the entire amount has already been spent. The cabinet’s approval concerns the programme’s key features and intended development direction.

The employment target of more than 162,000 jobs covers potential opportunities across production, processing, technical services, logistics and related businesses.

Expanding Punjab’s industrial base

PIVOT brings together industrial infrastructure, export-oriented manufacturing and agricultural processing within one development framework.

By combining facilities for established industries with opportunities in regional processing and newer business services, the programme aims to widen the range of products and services Punjab can offer domestic and international markets.

Its emphasis on manufacturing capacity, product standards and export readiness places value-added production at the centre of the province’s industrial ambitions.
