ISLAMABAD, October 27, 2026: Pakistan has identified its oil refinery modernisation programme as a potential investment opportunity for American financial institutions during discussions with the United States on energy security.
Petroleum Minister Ali Pervaiz Malik raised the proposal at a meeting on Monday with US Chargé d’Affaires Natalie Baker.
The talks came as instability in the Middle East continued to create uncertainty over international fuel supplies and transportation routes.
According to Pakistan’s Petroleum Division, Malik briefed the US diplomat on measures being taken to maintain domestic fuel availability.
He said refinery upgrades could create opportunities for US financing, while officials from both countries continued exploring broader energy cooperation.
The managing directors of Pakistan State Oil and Pakistan LNG Limited also discussed interest expressed by American companies in supplying liquefied natural gas to Pakistan.
Baker indicated support for expanding commercial opportunities and developing longer-term energy supply arrangements.
The refinery proposal is particularly significant because Pakistan is seeking to modernise ageing processing facilities, improve fuel quality and increase the production of higher-value petroleum products.
Four local refineries entered formal upgrade agreements with the government last month as part of a programme expected to require substantial investment over several years.
However, Monday’s meeting did not produce an announced financing commitment from a US institution.
Officials also disclosed no signed LNG supply contract, agreed delivery volumes or pricing terms.
The distinction is important: commercial interest can lead to negotiations, but it does not guarantee that a project will receive funding or that additional gas supplies will arrive.
Malik separately invited American companies to participate in the forthcoming Pakistan Minerals Investment Forum.
The next meaningful development would be a named investor, a formal financing arrangement or a confirmed energy supply agreement.
