Islamabad, November 4, 2026 — The government is moving to simplify machinery import regulations under the Export Facilitation Scheme (EFS), while lawmakers have raised questions about the scheme’s effectiveness in increasing Pakistan’s exports.
Minister of State Bilal Azhar Kayani directed officials to clarify rules governing the import of manufacturing machinery and capital goods during a meeting at the Finance Division on November 3.
The EFS allows eligible exporters to import approved production inputs under duty and tax concessions, helping reduce manufacturing costs.
Lawmakers Seek Export Data
At a separate meeting on November 3, the National Assembly’s Standing Committee on Finance and Revenue examined the scheme’s performance and proposed reforms.
Committee members expressed concerns about alleged misuse and questioned why the facility had not produced a corresponding increase in overall export figures.
They requested verifiable information on financial utilisation, eligibility requirements and the scheme’s contribution to export growth.
Kayani assured lawmakers that a detailed performance report would be presented at the committee’s next meeting.
Industry Consultations
The government’s review also examined proposals to reduce exporters’ operating costs, encourage local value addition and support domestic manufacturing.
Representatives of textile exporters, the Sialkot Chamber of Commerce and Industry and senior government officials participated in consultations.
Kayani said eligibility requirements would apply uniformly, without exemptions from standard operating procedures.
